Macfadden, an Amentum company, is seeking a Supply Chain Management (SCM) Advisor to support a cadre of supply chain experts in USAID’s Bureau for Humanitarian Assistance (BHA) to enable BHA’s quick onset response and steady state operations globally. BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and complex emergencies. The Bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards. The SCM Advisor leverages their knowledge and expertise to advance the SCM Division’s critical mandate to provide rapid logistics and procurement support to address humanitarian crises.

Location: Washington, DC based, hybrid (2 days in office out of every 2 weeks)

The SCM Advisor is embedded within BHA’s Office of Field and Response Operations (FARO), which leads and manages operational assistance and the purchase and delivery of goods and services in response to declared foreign disasters and international humanitarian needs in key functional areas, including supply-chain management, procurement, logistics, oversight, and operational coordination with the U.S. military.

The FARO Supply Chain Management (SCM) Division provides logistics and procurement support in response to humanitarian crises around the world. The Division has two geographic teams—one for Africa, Latin America, and the Caribbean, and another for the Middle East, North Africa, and Eurasia—that are responsible for: the procurement and transportation of food and non-food items (NFIs); maintenance of global prepositioning warehouses for rapid deployment of critical relief goods; reviewing proposal submissions and analyzing operational plans and budgets through a supply chain management lens; coordination with implementing partners, private sector service providers, and the Global Logistics Cluster; provision of logistics support to Disaster Assistance Response Teams (DARTs) and Response Management Teams (RMTs); the assessment of transportation infrastructure for steady state and emergent response operations; and monitoring and evaluation of partner supply chains.

The SCM Advisor supports the two SCM geographic team leads and engagement with BHA’s three geographic offices. The Advisor’s day-to-day work assignments and oversight will be provided by the SCM Division Chief and Geographic team Leads, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.

The SCM Advisor will:
Work to support Division-wide requirements and initiatives under the direction of the SCM Division Chief and the Geographic Team Leads.
At the direction of the Team Leads, support the procurement and transportation of food and non-food items (NFIs).
Assist in the planning and maintenance of global prepositioning warehouses for rapid deployment of critical relief goods.
Coordinate with inter- and intra-agency colleagues to manage and oversee the procurement, transport process, and warehouse space planning for emergency commodities, including expedited procurement and the diversion of vessels to meet emergency food aid needs.
Support review of proposal submissions and analyzing operational plans and budgets through a supply chain management lens.
Serve as an expert in analyzing the impact of existing or proposed procurement standards, regulations, and policies.
Support the Geographic Teams to provide technical expertise and planning support to BHA Geographic Offices on commodity procurement and transportation planning matters.
Provide financial analyses for food aid and NFI programs, recommending appropriate levels of commodities based on commodity and transport prices.
Support the management of current procurement mechanisms, transport contracts, and other third-party contracts, and assist in the modifications of awards as necessary.
When directed, coordinate with BHA’s Disaster Response Offices/Divisions to plan logistics responses to declared disasters, including Urban Search and Rescue (USAR), airlift, sealift, local purchase of disaster relief supplies, and supply chain support.
Serve as needed, on Washington-based RMTs, which provide services and support to DARTs deployed in response to disasters. RMTs duties will vary, but will generally include logistics support.
Share and promulgate best practices and lessons learned in humanitarian logistics operations.
Provide logistics training to BHA and other key inter agency stakeholders to include: United States Forest Service, USAR and other surge and rotational personnel (also known as Detailers) on BHA supply chains so they can assist during large-scale disasters or multiple disaster situations.
Represent SCM Division by serving as a technical expert to support timely and appropriate supply and logistics planning and service delivery, and to support efficient, best value use of USG taxpayer funds.
Serve as a project manager on steady state projects supporting business process improvement efforts.
Assist with budget planning and tracking.
Support the drafting, editing, clearing, and dissemination of written products and other administrative tasks, such as notes, reports and briefing documents, as appropriate.
Perform other duties as assigned.

REQUIREMENTS:
Must be able to obtain and maintain a minimum of a U.S. Government issued Secret Security Clearance for the duration of your employment.

Education

Must have at least 6 years of directly related experience with a Master’s degree, 8 years of directly related experience with a Bachelor’s degree, or 10 years of directly related experience without a degree. Additional advanced degrees may be used to replace years of experience.

Experience/Skills:

Requires a thorough understanding of the international supply chain issues, with a focus on the humanitarian assistance environment.
Must have experience and background in humanitarian logistics operations, related policies, regulations, and inter-relationships among the USG, donors, commercial vendors, and other international organizations.
Detailed knowledge of humanitarian operations with a supply chain lens – at country and at global level – is required.
Requires strong applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google applications, as well as email and internet applications.
Must be able to perform in a dynamic, fast-paced work environment and be able to effectively shift priorities and multi-task.
Requires experience developing or designing or evaluating proposed humanitarian partner logistics or supply chain activities, to include pre-positioning activities as part of pre-planning or disaster risk reduction activities.
Must have knowledge of USG procurement, acquisition, and assistance regulations.
Requires experience coordinating with multiple country or logistics representatives to develop, track, and ensure last-mile delivery of humanitarian commodities.
