Become part of an exciting team focused on the development of the systems and software for US Department of Defense training systems. This department is responsible for technical leadership for assigned programs and technologies such as simulation modeling, DevSecOps and Live, Virtual, Constructive enablers.
The Simulation & Training Solutions (STS) Defense Systems Engineering department seeks a Technical Project Manager (TPM) / Project Engineer (PE) to lead a team of engineers in the development of new and exciting simulation systems and products. The PE serves as the single point of contact for engineering on a development project. Responsible for the technical leadership and project management of the design & development activities, within the guidelines set by the Value Stream Leader (VSL) / Program Manager (PM), Engineering Leadership, and Customer.
This PE position is intended for one of our DoD programs. The role will include leading the development and execution of modifications to the baseline system. This PE position will include a component focused on bid and pursuit support, could serve as the lead on pursuit activities. Candidate should have prior engineering experience with developing in Agile teams and CI/CD development environments.
Candidates must have strong technical, leadership and organizational skills as well as project leadership/management experience. The candidate will be expected to spend a significant portion of their time in a direct technical role leading the current Increment execution. The candidate should show the ability to unleash energy within a team through passion, enthusiasm, and leadership.
This position requires excellent written and verbal communication skills along with the ability to interface with Executive Leadership, Program Managers and Operations Managers across all business areas within Collins Aerospace. In addition to communication with those functional areas, the candidate should be able to demonstrate the ability to create and leverage powerful networks to get the job done. This position is located onsite at our Sterling, VA location.
Primary Responsibilities:
Engineering Information Data hub (Single point of contact for VSL/PM, Ops, Configuration Management (CM), Security, etc) for assigned program
Multi-disciplinary engineering team leader for systems, software, electrical, mechanical, and quality
Customer’s Technical Interface
Responsible to guide engineering development in accordance with the Collins Management Systems, Engineering Process, requirements, budget, and schedule
Develops and monitors project plans, schedules, and budgets for small to mid-size projects and suggests appropriate adjustments to ensure adherence to the established project plan, schedule, and budget.
Works with group managers to ensure that the project is appropriately staffed.
Identifies resource issues and works with group management to resolve, escalating to department management if needed.
Supports Technical Risk and Opportunity mitigation tasks
Pursues cost saving opportunities and risk mitigation to maximize project profitability.
Records and documents delay, changes in scope, and any other incidents that impact the scope of work or schedule to ensure smooth project operations.
Conducts meetings, consolidates, and presents plans and progress reports relating to business aspects of the project(s).
Identifies and reacts to project problems and recommends solutions, such as reallocating resources or changing contractual specifications.
Leads engineering bid efforts
Provides input to Gate Review material, Project Management Reviews, and EAC Reviews

Basic Qualifications:
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
Must be a US Citizen.
Must have or be capable of obtaining a US Department of Defense (DoD) security clearance. Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements
Must have a software development background and the ability to show understanding of software development concepts such as modular Open System Approach (MOSA), Object Oriented Design, Multi-threaded coding, etc.
Must have experience with performing bid and pursuit efforts.
Must be able to show experience in leading a team.
Must have E-2 Training System experience.
Preferred Qualifications:
Candidate must be well organized and able to communicate effectively with engineering team, leadership and customers.
Strong Agile mindset is a must.
Strong Agile Leadership experience as a Release Train Engineer, or Product Owner.
Experience with developing DevSecOps solutions, CI/CD focused skill set to help migrate development process forward a plus.
Familiarity with Cloud based deployment a plus.
Familiarity with systems engineering processes and requirements and design capture tools including ALM, JIRA, and Subversion is desirable.
Software development experience would be preferred.
Experience in supporting pursuit activities, including bids and proposals is also desired.
Experience in avionics simulation systems development, verification/validation, and interfaces would be beneficial.
Experience in Earned Value analysis and has experience as a Cost Account Manager (CAM).
Must be able to obtain a security clearance, active clearance a plus.
