POSTION

The District Supervisor will be responsible for the administration, supervision, and management of all aspects of the Court Security Officer (CSO) contract for their geographic area of responsibility; to include operations, training, personnel, administration, reporting, logistics, hiring and discipline processing.

RESPONSIBILITIES

  • Must be capable of effectively managing all facets of the contract with the United States Mashals Service (USMS) as well as company and legal requirements for the assigned District.
  • Responsible for the Supervision, Management, Training, and Discipline of CSOs providing protective services at or around the United States Federal Court Houses or other areas as assigned under a contract to the U.S. Marshals Service (USMS)
  • Identifies/recommends to the Contract Manager, areas requiring increased levels of input, guidance, and/or assistance.
  • Must be able to obtain a security clearance as required by the contract and USMS policy.
  • Must be willing to travel in connection with this position. Occasional travel outside the assigned district may be required.
  • Responsible for the administration, supervision, and management of all aspects of the contract; to include operations, training, personnel, administration, and logistics.
  • Serves as the senior contract representative to the USMS for that District.
  • Maintains a close working relationship with the Contracting Officer Representative (COR), Judicial Security Inspector (JSI), US Marshal (USM), Chief Deputy US Marshal (CDUSM) of the district.
  • Maintains an effective communications practice that is both timely and accurate.
  • Communicate and write in a clear and concise manner.
  • Must have comprehensive knowledge of the USMS CSO Contract for their Circuit
  • Responsible for implementing all Corporate Policies and Procedures
  • Maintains employee district files.
  • Monitors the health, welfare, and morale of CSOs assigned to the District.
  • Responsible for the work schedule of CSOs assigned to the District.
  • Conducts investigations regarding employee misconduct.
  • Conducts employee counseling as needed.
  • Recommends, and in conjunction with guidance from the Contract Manager and Corporate HR, administers disciplinary measures, as required.
  • Ensures that all training required for CSOs is conducted in a timely and professional manner to include the following:
    • New hire training.
    • Weapons training.
    • Policy and procedure training.
    • Annual training.
    • In addition, any training required by contract or assigned.
  • Provides reports on:
    • District Visits.
    • Any/all deficiencies, discrepancies, and performance standard violations immediately to Contract Manager.
    • Any interactions with the Client (COR/JSI, USM or CDUSM).
    • All other reporting requirements as assigned.
  • Responsible for ensuring the quality management program is in place at the District and actively manages the quality management/compliance program.
  • Responsible for ensuring that data required for accurate payroll and billing is submitted accurately and timely.
  • Identifies/recommends to the Contract Manager Policies and procedures to enhance efficiency, productivity, and performance in all areas.

Salary Range: $90,000 to $110,000.

QUALIFICATIONS

  • Experience in federal government contracting, administrative experience in security, law enforcement, or public administration is highly desirable.
  • At least five years supervisory experience is required.
  • The District Supervisor must meet minimum USMS CSO requirements listed below:
    • Be a citizen of the United States of America.
    • Be at least 21 years of age. While there is no maximum age limit for USMS CSO positions, all applicants must be able to withstand the physical demands of the job and be capable of responding to emergencies.
  • Be a high school graduate or have a GED, or equivalency.
  • Be able to read, write and speak the English language fluently and any other language determined to be necessary by the U.S. Marshal of the district where the services are to be performed.
  • Possess or be able to obtain a valid state driver’s license for the state where services are to be performed, and have a safe driving record for the past five years.
  • Have at least three calendar years of verifiable experience as a certified law enforcement officer or its military equivalency; provided the experience includes general arrest authority, (experience does not have to be consecutive). General arrest authority is defined as the authority conveyed upon a person to make felony arrests of persons not under a custodial arrangement (prisoner, probation or parole violator) throughout a valid jurisdiction.
  • Be free from conviction of a misdemeanor crime of domestic violence in accordance with Title 18, Section 922(g) (9) of the United States Code. The term "convicted" is generally defined in the statute as excluding anyone whose conviction has be expunged, set aside, or pardoned.
  • Possess the ability to meet and deal tactfully with judges, attorneys, government personnel, and the public.
  • Possess the ability to understand, explain, interpret, and apply rules, regulations, directives and procedures.
  • Possess poise, self-confidence, and the ability to make sound decisions and react quickly under stressful conditions.
  • Possess the ability to prepare clear and concise reports.
  • Possess the ability to learn and adapt to changing situations.
  • Possess the ability to accept and respond to instruction and direction.

 

PHYSICAL REQUIREMENTS:

May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
