JOB DESCRIPTION

Currently, we are seeking a Master Scheduler to play a key role in providing new innovative solutions that will transform and enhance the Enterprise IT environment to meet the growing global mission. The Master Scheduler has overall program-wide schedule management and visibility, including the integration of and traceability between the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) along with all IPT/CAM secondary level schedules. Additionally, the candidate independently manages, integrates, and provides visibility of program element schedules and major product deliverables within the program IMS. Additionally, the Master Scheduler provides input to assessments of the validity of the data and information contained in Earned Value Management reporting (e.g., CPR, IPMR, IPMDAR, IMS, CFSR).
Other duties as include:
Provide support for Program Management Reviews and Design Reviews using EVM methods, tools, and information provide. Provide support for Integrated Baseline Reviews and Program Management Review (PMR).
Plan, organize and direct the creation of comprehensive multi-tiered project schedules for large, complex government projects.
Identify time frames for key milestones, ensure alignment of sub tier activities for overall project visibility, tracking and completion.
Utilize end-date scheduling techniques and Critical Path Methods (CPM).
Participate in the direction and management of complex project schedules requiring an interface with multi divisional activities, independently identifying project resource requirements, and integrating the activities into a single collective overall project plan.
Support documentation, coordination, validation, approval, reporting, and configuration control of schedule and budget baseline.
Provide assessment of impacts of proposed revisions to the Program Schedules and Performance Measurement Baseline (PMB).
Independently performs Monte Carlo schedule risk analysis using Barbacana’s Full Monte™ software application and brief results to leadership and clients.
Coordinate the preparation of Contract Budget Allocations, process Baseline Change Requests and maintain Program logs (e.g., budget authorization, baseline change request).
Participate in the development of the WBS, OBS, and RAM documentation, maintenance and configuration control.
Provide weekly, monthly, and quarterly oversight of schedule and budget integration and performance analysis earned value to the program manager.
Requirements and Experience:
Experience working with Sub-contractors with flow down requirements coordinating their information is received on schedule and flows into GDIT’s EVM system appropriately.
Experience developing and maintaining time based schedules using scheduling tools (e.g., Microsoft Project, Primavera, Open Plan).
Assessment and risk identification of contractor/government activity performance using tools such as Integrated Master Schedule (IMS), Contract Funds Status Report (CFSR), IPT interface.They provide input to assessments of the validity of the data and information contained in Earned Value Management reporting (e.g., CPR, IPMR, IPMDAR, IMS, CFSR) They provide support for Program Management Reviews and Design Reviews using EVM methods, tools, and information. Provide support for Integrated Baseline Reviews and Program Management Review (PMR).
Educational and Experience:
Bachelor’s Degree from an an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 5 years of professional experience with a related Master’s degree implementing and utilizing EVM practices and procedures in the federal government.
Required Experience: Seven (7+) years of related project controls experience and experience scheduling on contracts with EIA-748 EVMS requirements.
Technical Skills: expert level skills with MS Project Web Access (aka MS Project Online)

Excellent oral and written communication skills
