Title:
Sr International Affairs Support
KBR is seeking a highly qualified candidate to support the NRO Office of Policy and Strategy (OP&S). This office is responsible for a variety of policy and strategy coordination, representation, and corporate compliance-related functions that directly support the NRO Director and senior leadership team. OP&S works with a full range of inter- and intra-agency partners on overhead related policy and strategy issues, foreign relations, and international partnerships, including commercial and civil space related agreements.
The International Affairs Support position requires a highly qualified policy and strategy Subject Matter Expertise to establish and maintain relationships with Intelligence Community (IC) partners across the NRO, IC, Department of Defense (DoD), and foreign governments, to resolve issues of concern for the DNRO. This support includes coordination of US international policy, operational support, foreign liaison, and regulatory compliance, as well as identification of threats and resolution of opportunities to advance US equities stemming from foreign partnerships.
Responsibilities:
Analyze international policy and strategy proposals which may impact the NRO, IC or DoD missions, specifically related to national space policy, national security, national defense, and national security space strategy
Draft policies and strategies related to foreign cooperation on overhead reconnaissance, intelligence of interest to the NRO
Recommend opportunities and approaches for engagement with foreign governments
Evaluate international treaties and other agreements between US and foreign governments related to overhead reconnaissance and intelligence cooperation
Facilitate interaction between government personnel by hosting meetings, managing working groups, developing read-ahead material, and participating in discussions accordingly
Minimum Qualifications:
IC/DoD Director-level expertise in US international relationships, agreements, policies, and national security doctrine. Facilitate IC and DoD cooperation with the United Kingdom, Australia, Canada, and New Zealand. Understand capabilities of foreign space programs and associated ground infrastructure.
5 years relevant IC/DoD experience
10 years of relevant proven experience working policy initiatives
Relevant undergraduate degree
Excellent oral and written communications skills
Preferred Qualifications
7 years or NRO/IC/DoD experience
15years of relevant proven experience working policy initiatives
Relevant graduate degree
Security Requirements: Active TS/SCI Clearance with Counterintelligence Polygraph
