Title:
Senior Spacecraft Ground Systems Engineer
KBR is seeking technical and acquisition support for successful development of an evolutionary satellite and corresponding ground system architecture managed by an NRO Government staff. The emphasis areas for this position is on ground and external interfaces experience. This architecture is scheduled to go through Milestone A in the fall of 2023 with successive Milestone B reviews for each architecture layer. The period of performance is through 31 March 2026.
Specific duties include:
a. Provide technical support associated with the satellite and corresponding ground system architecture and acquisition programs designated by the government customer
b. Provide support to meetings, working groups, design reviews, design audits, telecons and technical interchanges as deemed appropriate by the subcontractor or the government customer
c. Provide support to constellation design and planning studies, development of derived requirements, and acquisition strategies
d. Draft acquisition documentation to include acquisition plan, fee plan/milestone payment plan, statement of work, contract data requirements list, and other documentation required for a competitive source selection
e. Facilitate the technical evaluations of multiple proposals
f. Identify disconnects with Request for Proposal (RFP) intent and available budget
g. Develop artifacts and briefings in support of critical oversight reviews to include NRO Acquisition Board (NAB), Acquisition Strategy Councils (ASC), Contract Review Panels (CRP), and Quarterly Program Reviews (QPR).
h. Characterize and assist in evaluating contractor designs for mission performance; support design trades studies and provide assessments of acquisition risk
i. Generate reports, technical packages and other communications, papers or presentations as deemed appropriate by the subcontractor, the SETA PM, the designated SETA lead for support to the government customer, or the government customer
j. Travel offsite to Technical exchange meetings at a contractor or other Government facility and other locations as appropriate
k. Provide technical assessment of related contract deliverables, generate documented rationale for acceptance/rejection deliverables as requested by the SETA PM, the designated SETA lead for support to the government customer, or the government customer
l. Coordinate with other acquisition offices to ensure satisfaction of external interface requirements for ground and/or space segments
m. Other duties as specified by the SETA PM or their designated representative, or the government customer
Qualifications required:
– 10+ years of experience
– Bachelor’s Degree in Engineering, Science, or Math discipline
– Previous experience developing a variety of acquisition strategies
– Previous experience managing competitive source selections
– Basic understanding of NRO satellite systems and architectures
– Experience in NRO, IC, and DoD acquisition and program management processes
– Experience in the development of Statement of Works (SOWs) and in the ability to perform technical evaluations on SOW’s and BOE’s
– Excellent interpersonal, leadership, team building and problem solving skills
– Ability to travel domestically
– TS/SCI
