SIGINT Systems Engineer
KBR is looking for a for a SIGINT Systems Engineer to join our team. We provide Systems Engineering and Technical Assistance (SETA) support to a major US Government spacecraft procurement and operations organization. You will work as part of a multi-skilled Government and contractor team to deliver a complex space and ground system at the technological cutting edge. As part of this team, you will be performing in multiple systems engineering roles, primarily focused on the Signals Intelligence Mission Payload, as part of a small team with broad expertise and a need to collaborate across the space and intelligence communities. You will routinely engage with development, operations and mission data user teams.
In this role you will support the design, development, manufacturing, assembly, integration and test activities for a satellite program. This will include direct support for a SIGINT payload development (manufacturing and testing oversight, verification and validation, schedule analysis, risk management, and general acquisition support).
Requirements:
Provide direct daily support to the program office Contracts Officer (CO) and Contracts Officer Technical Representatives (COTR). In this role you will perform as a trusted agent of the Government, overseeing development contractor efforts to achieve program objectives.
Engage with Space and Ground System Development contractors to communicate and validate US Government objectives and achieve mission milestones within a cost, schedule and performance structure.
Specific focus areas include the spacecraft primary mission payload, both RF Receiver and mission antennas. You will oversee development contractor work in the design, manufacturing, assembly, integration and test of SIGINT payloads.
Work may be performed periodically at vendor subsystem hardware development, integration, and test facilities. Expected duration of travel is Not To Exceed 5 days/month, but is variable dependent upon spacecraft and payload development and mission phase.
Provide engineering expertise in the evaluation of development contractor MRRs, TRR and System CONOPS as well as defining on-orbit test, verification and sell-off plans and procedures.
Participate in enterprise system, subsystem and segment level design reviews and program management reviews to assess design maturity, requirements compliance and to provide informed technical recommendations to the GPOC.
Review test plans/procedures and test results and test reports for completeness and accuracy, determining vendor compliance to approved plans, and provide feedback to the GPOC
Proactively identify and assess emerging technical and programmatic risks at the enterprise, system, subsystem level. Work collaboratively with Prime/Subcontractor teams and Government. organizations to identify, define and assess risk/issue mitigation throughout the system development life-cycle.
Build and present comprehensive briefings with supporting document products to communicate work or study progress toward objectives, risks, issues and opportunities.
Provide expertise in the conduct of sensitive Acquisition Source-Selection activities.
Track development issues, significant accomplishments and upcoming events and provide weekly status updates, in both oral and written report formats to the customer
Author, review, and coordinate technical documents
Your engineering expertise will be crucial in evaluating development contractor performance and in reinforcing engineering rigor.
Qualifications
Must possess an active TS/SCI clearance CI polygraph
Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience
Professional experience with development of SIGINT systems
Proficient at program/project management within the customer organization
Available to travel domestically approximately one week per month
