Seeking a Senior Command, Control, and Communications Systems (C3S) Ground Systems Engineer (GSE) with expertise in support to the National Oceanic and Atmospheric Administration (NOAA) Suomi National Polar-orbiting Partnership (SNPP), NOAA-20, NOAA-21 a.k.a Joint Polar Satellite System (JPSS) 1 & 2 satellites at the NOAA Satellite Operations Facility (NSOF) at Suitland, Maryland. This position will support the NOAA Office of Satellite and Product Operations (OSPO) as part of the Engineering and Mission Operations Support Services VI (EMOSS-VI) contractor engineering team.

Candidate must possess skills in resource coordination, customer relations, written, verbal and presentation skills. An emphasis on first-hand experience in satellite operations is highly desirable.

Specific tasks include:

Provide on-call remote and onsite 24×7 support for detection, isolation, and resolution of ground segment problems requiring a broad level of knowledge of high priority systems across a multi-location enterprise.
Interface with the OSPO government GSEs, Mission Partners, and/or system operators as required
Duties include monitoring, recognition, evaluation, and coordination to correct system and network problems.
Preparation of regular reports and liaison with internal and external personnel.
Support ground segment coordination of resources
Conduct operations regression or parallel testing and report results.
Coordinate and participate in software release regression and parallel testing to include monthly IT security patches.
Review and control proposed changes to the operational baseline
Develop, document and maintain operational ground system procedures
Analyze short term and long term trending to detect potential problems
Propose new or execute improvements to processes and tools that will increase long-term reliability, monitoring, and anomaly detection capability.
Assist in the testing of new or upgraded ground systems.
Develop and maintain processes that enable coordination among satellite operations personnel branches for fulfillment of the NOAA mission.
Provide international mission coordination.
Develop, document and maintain operational procedures for the 24/7 crews in the NSOF Satellite Operations Control Center (SOCC).
Provide supplemental training to console operators as needed and to maintain proficiency.
Develop and validate Standard Operations Procedures (SOPs), identify new product needs, and support the training team, as needed.
Serve as a Member of the Work Request Review Panel: Assess and recommend severity and effect to Work Requests, track Work Requests, follow-up on problem reports assigned to maintenance and sustainment team for investigation and resolution.
Support system upgrade technical activities.
Configure system resources to support all mission operations, training, and maintenance activities.

Requirements:

Bachelor’s degree (in Information Science, Computer Science, or related field) or equivalent, and 7 years’ related experience.

Highly Desired:

Preferably with high interest in aerospace engineering and experience in software development and validation. Internship, course work/projects in space dynamics, satellite remote sensing are a big plus and can be considered as experience but will be evaluated on the case by case basis
Programming in languages such as C++, Visual basic, PERL, JAVA
Experience using multiple operating systems, including Unix, Windows, and RedHat
Advanced use of Excel, Visio, PowerPoint, Access
Ability to create and conduct informative and high-quality presentations on complex operational subjects.
Current NOAA or NASA security badge.

Work Environment and Physical Demands:

Work in hybrid combination of typical onsite office building and remotely during a standard 40-hour week. Twenty-four hour on-call for satellite and ground system emergencies. Occasional deadlines or operational conditions require non-standard/longer hours or additional onsite support. Infrequent travel required.
