Responsibilities
Peraton is seeking highly technical Solution/Cost Estimators to fulfill proposal estimating needs for the following capability discipline. Mission Critical Software Command and Control (C2)/Intelligence, Surveillance, and Reconnaissance (ISR) – This domain includes a full spectrum of Mission Critical Software and C2/ISR solutions and services used to support customer missions within the U.S. Public Sector. Mission Critical Software systems leverage advanced computing environments both tactical and cloud-based to accomplish complex mission outcomes. C2 delivers integrated infrastructure to enable multi-domain operations and ISR provides integrated transport services for ISR airborne and spaceborne systems. Mission Critical Software and C2/ISR capabilities include: Space AwarenessMission ApplicationsAssured CommunicationsCommand and Control (C2)Intelligence, Surveillance and Reconnaissance (ISR)Responsibilities include: Solution/Cost Estimation Team Infrastructure SupportSupport identification and gathering of open-source industry metric, parametric, and relevant benchmark data for use in future estimatingSupport development of an estimating library/historical data repository to support continuous improvement and best practices for leverage on future pursuitsAs directed, contribute to special projects which will generally focus on improvements to the cost estimation processProvide mentorship to less-experienced estimators, coaching on Peraton standards and best practices, and the BOE creation process. Peer review the contributions of mentored estimators. Development of Technical Project Estimates and Detailed Basis of Estimates (BOEs)Perform detailed analysis of the client’s Request for Proposal (RFP), with accompanying Statement of Work (SOW) or Performance Work Statement (PWS), and other artifactsDevelop questions and requests for information in response to the RFP for transmittal to the client to elicit the most complete metric data possible for use in calculating the estimateCapture all tasks and activities, both specified and implied, formulate a comprehensive project Task List and integrate that into the BOEs and the project Work Breakdown Structure (WBS)Develop project estimates. Develop quantifiable, verifiable, and auditable BOEs that are fully compliant with customer requirements for each Peraton proposalCollaborate with Solution Team, Business Development, Capture, Pricing, Competitive Intelligence/Price to Win (CI/PTW) and Sector Leadership to ensure solution/strategy is understood and integrated into the estimating process Analyze and recommend optimal labor compositions designed to present a competitive and competent staffing solution for the program derived from RFP and SOW/PWS workload analysis and meeting all performance and compliance requirementsComplete BOEs by analyzing and translating operational program requirements and applying expert knowledge, historical data, industry trends, and parametric calculations as applicable, to determine the required resources (labor, material, subcontracted services, and other direct costs [ODCs]) needed to execute the proposed solutionEstablish estimating assumptions, rationale, learning curve, scrap, rework, and warranty factors, as applicable for use in BOEsSupport risk mitigation planning by providing conceptual estimates of risk mitigation measuresThoroughly and precisely document rationale and justification for BOE elements to ensure traceability to cost and technical narrativesMake maximum use of the advanced features of Microsoft Excel and automated BOE tools as availableParticipate as a key contributor to proposal development activities and management and executive approval reviews as well as provide negotiation support in substantiating and defending BOEs as necessaryDemonstrate ability to work on multiple parallel estimating efforts simultaneously.Support Competitor Solution/Cost Estimating in Support of Competitive AssessmentsUnderstanding of competitive landscape for the Mission Critical Software and C2/ISR capability areaSupport competitor solution estimating. Work closely with a CI/PTW functional team to understand the competition, tools, and experience each competitor will likely wield in proposing to do the workSupport PTW and pricing strategy reviews to ensure accuracy/competitiveness.
Qualifications
Required:BA/BS degree in related discipline (IT, Math, Statistics, Economics, Engineering); experience in lieu of education will be consideredMinimum 12+ Years of experience with: Extensive estimating experience in a government contracting environment across various types of deliverables (e.g., software, hardware, staffing, other direct costs, and BOE narrative documentation)Extensive technical experience in Mission Critical Software and C2/ISR Advanced proficiency in estimating methodologies with expert knowledge of standard estimating techniques (Parametric, Historical, Analogous, etc.)Analytical ability and attention to detailAbility to multitask and work well under tight schedule constraints Exemplary communication skills, both verbal and writtenAdvanced proficiency in the Microsoft Office suite of programsWorking knowledge of cost estimation tools such as SEER, SLIM, @Risk, or other similar estimation models This position is 100% remote, however, must be willing to travel as needed, if not local to the Herndon/Reston, VA officesActive TS/SCI security clearance requiredDesired:Certified in cost estimation such as PCEA® or CCEA®Demonstratable expertise with Basis of Estimate Development SoftwareDemonstratable domain expertise across additional capability disciplinesMission Engineering and Operations – This domain includes a full spectrum of Mission Engineering and Operations solutions and services used to support customer missions within the U.S. Public Sector. Mission Engineering guides and orchestrates the overall technical effort to ensure customer expectations and mission needs are met. Operations distributes critical operational mission information to decision makers to improve U.S. national security.Cyber – This domain includes a full spectrum of cyber solutions and services used to support customer missions within the U.S. Public Sector. Capabilities enable all operational domains (land, sea, air, space, and cyberspace) and supporting technologies.Cloud and Digital Transformation – This domain includes a full spectrum of digital transformation solutions and services used to support customer missions within the U.S. Public Sector.Cloud and Enterprise IT (EIT) – This domain includes a full spectrum of Cloud and EIT solutions and services used to support customer missions within the U.S. Public Sector. Cloud includes solutions in public and private cloud services. Enterprise IT services consist of IT infrastructure (compute, storage, networking), hybrid and multi-cloud technologies, application development and management, data operation and analytics, and end user support (digital workspace, service desk and contact center, and end user device management) services.

Target Salary Range
$146,000 – $234,000. This represents the typical salary range for this position based on experience and other factors.
