JOB DESCRIPTION
Description
SAIC has an immediate opening for a mid/senior level Collection Manager to work on an exciting program, in a very unique position! The Collection Manager/Analyst will conduct advanced analysis of collection and open-source data to ensure target continuity, to profile targets and their activities, and develop techniques to gain more target information. The analyst will have an understanding of principles and methods of exploiting foreign communications and communication systems to identify, collect, analyze, process and disseminate information in accordance with established requirements and priorities; analyze DNI data for reportable intelligence information and building target profiles; maintain appropriate databases for targeting, tasking, and analysis; perform sustained target analysis and enhancement through the use of DNI and DNR analytic techniques; analyze DNI data to identify new access development opportunities for follow-on collection requirements; perform research using open source and classified sources to develop comprehensive baseline profiles of designated target sets; identify intelligence gaps and evaluate the intelligence gathered in order to either tailor current collection or enable new collection to close the gaps.
Qualifications
Minimum of 9 years of direct CM experience or closely aligned skills [IA/TDNA/TAR] is required
Must currently hold a TS/SCI and Poly
A Bachelor’s Degree in any analytic/SIGDEV related field is acceptable, and experience can be substituted for the degree
Ability to work independently yet be comfortable working daily within diverse teams whose skill sets widely differ from you own
Relevant experience must be in a signals intelligence (SIGINT) analysis/collection category with an emphasis on analytics, a collection management process and/or a closely related SIGINT technical analysis field
Documented expertise in understanding Collection Management principles such as methods of exploitation of communications systems to identify, collect, analyze process and dissemination protocols
Must understand the collection management process and subsequent supporting tools to effectively respond to SIGINT requirements, prioritize and task resources, ensure the data is moved forward and have the ability to evaluate collection against customer requirements
Can articulate and demonstrate proficiency in running complex SIGINT queries using a variety of different analytic tools
Ability to analyze the output of various collection and process programs/systems
Prior demonstrated experience in the use of software applications and databases associated with collection and target development
